You can use WordPress.com (free) with Elementor for drop and drag designing. Because I am a true beginner, I watched lots of YouTube videos each time I wanted to add a new piece to my website. Choose a theme recommended for Elementor. There are many free themes to choose from based on your business type.
It is recommended to use the following Plugins with Elementor: Essential Addons for Elementor, Post Grid Elementor Addon, Premium Addons for Elementor, Toolbar Extras, WP Mail SMTP. All of these plugins are free. You can pay a small amount for the WPForms plugin to collect signups. Using these plugins, you can do all of the web designing without coding. Learn as you follow along with webcasts or videos.
Two other highly recommended plugins are: a security plugin and a backup plugin. Those last 2 plugins require learning about the best settings. They are too important to your website health for me to suggest specific plugins.
One last bit of advice, your security plugin will email you when plugins or themes need to be updated. Don’t ignore these emails. The plugins are always applying patches for site security based on new threats.
And one more thing: websites have been known to be hacked, so use 2 step authentication for signing in. If your site gets hacked and you have not set up a Restore/Backup plugin, you might have to begin again.
